Both are English proficiency. IELTS is usually the easier of the two. Anyone who uses English on a regular basis at college or workplace can pass the exam quite easily. The IELTS sends a practice workbook once you apply for the test and most of the time that workbook is enough. If you are not someone who is not too fluenct with the language then a little bit of coaching would help quite a lot.

The answer depends on exactly what you are looking for. In India, the fees would start from around 3000 and go upto 15000 or so. It also depends on specifics. Many students often ask for help only in writing. Some have problems with speaking. Many students, i have come accross come with the experience of having appeared for the test few times, and so, their requirement is very specific, one or two areas fo the four modules and this will effect the quote a trainer quotes.
