Is there any GST on tuition classes?

There is no GST on an individual teacher without an institute as the tax is deducted from his/her income if applicable in the income tax. Although the tutorial institutes do have to pay GST as they function at a larger level with a large amount transaction. Hope it clears your doubt.

What actually does a tuition fee waiver actually mean?

tuition fee waiver basically means that all your college institute fees would not be charged. Only your accommodation or food charges will be levied in case.
