Consider a fluid in terms of layers. All the layers may not be flowing with the same velocity. Viscosity is the measure of the drag one layer applies on to the adjacent layer(s). Viscosity also corresponds to the thickness of a fluid. A thick fluid like honey will have more viscosity that a thinner fluid like water.
