To learn any language from basic you need to learn alphabets of that language and have to understand vowels and consonants of that particular language, assuming you know English, to speak you have to learn verbal techniques & throat exercises.

Practice, Practice and practice. Read either Times of India or The Hindu and record the new words daily in a personal diary. Watch BBC news debates.Also watch TED talks. Subscribe to motivation channels on YouTube. Read books. I am sure, if you do this your English will definitely improve.
