GRE and TOEFL are two completely different exams. GRE is required for Engineering, Science and other graduate admissions. Though GRE is required for admission to many universities, some universities do not require it. TOEFL on the other hand is required as an English language test for the admission to all the studies whether graduate or undergraduate. It is difficult to say which exam you should take first. It depends on the requirement of university. However, Normally, GRE score are required first at the time of application. TOEFL/IELTS scores can be submitted later on.
