It depends on your use. You can continue without installing by tableau public where your dashboards will be visible to all. But if you need for personal use them u can get the license.

Yes you can download and install the Tableau Public first to have hands on and once you are comfortable with Tableau Public then you can go for Tableau Desktop as this is the limited version for 14 days only but Tableau Public is life time free.

No need to install Tableau to view dashboards or reports, just need tableau reader, which is free. On the other hand Tableau installation is required for developing dashboards etc.
