Does data and visualization on the Tableau Public version necessarily have to be public? Can I create visualization that I don't want to share publicly?

You can hide the reports for seeing purpose but we can hide the option of downloading the workbook

It's simple tableau desktop we will make use of developing the reports but tableau public we can use for development as well as admin ..but when ever we are developing the reports by making use of Tableau public we can access only files as well as we cannot see it into local system

Yes, you can create any visualization on Tableau Public but don't try to save that workbook as Tableau Public is all about sharing visualization & Dashboard for public. You can hide your shared workbook but still for the safer side don't save it specially your personal data.

It’s not necessary to have public , if you want to publish reports into tableau public server there you have hide to others option you can us it to hide from others
