It depends upon how many subjects you will teach and for how many days a week and if you're training at the student's place or not. I charge Rs. Five hundred per subject and I teach five days/week, and I travel to their location, which is nearby actually. I teach for two hours nearly. If they are moving to my place, it's Rs. 300/subject.
Also, I think if you're starting, start with less charge and then keep increasing as your demand increases. When I first started, I charged Rs. 1500 because I needed to get that tuition. But slowly as my demand increased and I gathered more students, I raised my fees. So, now it's Rs. 500/subject.

I study English Honours, and even my English was not as fluent as it is now, earlier.
What I did is that I started to read storybooks, newspapers, articles etc. in English. At first, I started with easy ones and then consecutively started to take up tougher ones.
 I watched English shows, at first with subtitles but now I don't need that anymore.
 Start talking in English to yourself, to your friends, family. Gain confidence, it doesn't matter if anyone criticises you, they're only trying to stop you from getting better.
 And spoken English courses are nowadays available almost everywhere.
