You need to learn it yourself. Yet there are ways to understand the basic methods of generating ideas and developing them into stories. If by script writing you refer to writing for feature films or short films, they have a way to go about it in terms of understanding the structure and developing 'plot'. Do not read books on 'how to become a screenwriter'. It's the worst thing that can happen to you. Do not follow structured syllabus. Writing is a spontaneous process. I have developed my own unique methods of triggering someone to write better and understand the structure of script which can make them write a script on any topic. Contact me to know more. To become script writer you need to an avid reader, literature current affairs and etc... there are film institutes conducting classes for film making..... but none teach only script writing... you have to join the film making course which will be for 6 months (min) and they charge huge Fees.....
