No. students should not suppose to avoid any topics in UPSC exam. so do focus on quantitative aptitude, even if you feel weak

The only difference will be instead from having 0-9 we will have 0-9 and then A & B. Try it now. Or you can convert every thing on a base of 10 get the answer and convert it back to base 12.
