Because almost everything is pre denifed in Python and it takes some time to call these libraries in a particular module or code. That means the extra fraction of seconds taken by Python code to execute is to fetch code from these libraries. Whereas in language like c you have to code everything there itself hence it not need to call or include too many libraries.
