You can download directly from the https://www.python.org/doc/, but be careful before starting, this documentation has all, if you are interested in data science you should not want to invest your in time much on documentation but instead focus on the near term goals and plan accordingly. Thanks!

Who can learn the Python?
Anyone can learn python doesn't require any programming knowledge (or) experience. Python is much easier as compared to other programming languages. Python is easy to learn. The learning curve is very gradual.

Python is on demand. Also it depends on your capabilities to learn anywhere between 1 week to 1 month on the amount of practise you give.
