a toddler should be suggested a keyboard with no hammer action as it is easy to press/requires less finger strength.

Someone appearing for grades should be suggested to buy a keyboard that has different tones & rhythm options along with touch sensitivity. 

Someone into music production should have assignable midi controls ,midi out etc.

If someone is looking to be classically trained 88 keys is a must.
