1. App is actually not needed as your web application can run on browser in any device. 2. If App development is the only option then you can develop android or IOS App which can work like telegram

Hi Piyush, standard fees only for php-mysql would be around 8k but you should learn any one CMS and Framework then it would strengthen your profile. Which may cost you more than 15k approximately.
