If an uploaded file is not moved to a folder, is that the same as if the file never was uploaded to the server?

It is uploaded but kept in a temporary folder.

You need to debug here mostly php handles this to move to with a function of move_uploaded_file here you can append the folder path with filename use if/else block in else block you can console the error. Check for permissions issues as in most cases permission issues are noted.
