React is easy to learn as compared to Angular, which has a high learning curve. Both have value in the market but react is rapidly increasing and in my opinion it's far more better and flexible. You can write a simple react app within minutes with the use of create-react-app. The only difference is reacted a library and Angular is a framework.

Yes, of course. You can easily get classes in web design online. There are a lot of tutorials on YouTube as well, or you can buy a professional Udemy course very cheap.
For web designing, in my opinion, you should use Adobe XD software which is free and powerful. You can even opt for UI/UX career. Follow Adobe creative cloud on YouTube, too (best teachers).
