Generally speaking, no, it's not. The main reason for this is that a mural is not graffiti since it's painted on a wall that's legal to be painted on. However, you might still get into trouble if you don't get permission from the owner.

Some cities require a permit and others don't. Agreements are done both verbally and via a written contract. That also completely depends on the owner. Other times, they require artist waivers to protect themselves if the artwork needs to be altered due to changes to the building structurally.
