Unit V: Union & State Government President: powers and functions. Parliament: structure, law-making, privileges. Prime Minister & Council of Ministers. State legislature & Governor.
This class is for students seeking to understand the executive and legislative organs of government under the Constitution. The session will focus on the powers and functions of the President, the role of Parliament, and the Prime Minister with the Council of Ministers in law-making and governance. Students will also examine the Governor’s powers and responsibilities within state legislatures, alongside debates on the Governor’s discretionary powers. Key constitutional provisions and case laws will be studied to understand issues like the scope of parliamentary privileges, dissolution of assemblies, and the accountability of the executive to the legislature.
Students should bring the bare act and prepare to map relevant Articles (52–78, 153–167). By the end of the class, they will understand the division of authority between Union and State governments, and how the constitutional framework balances strong central leadership with democratic accountability.
