It depends on which skills or what kind of skills you want to develop. It is purely subjective, i.e., for example, you could wish to enhance your English speaking skills or problem-solving skills or aptitude skills.
The best way is to understand and identify the subject on which you would like to enhance your desired skill. See getting an understanding of the subject first presents you with a more unobstructed view of the situation and the problems. For example, if you want to solve a problem related to time and distance you have to understand what distance means in mathematics, what does relative speed mean. So first, you need to understand clearly to develop skills. Secondly, you need to practise and perfect.
See, gaining knowledge is not enough; you need the practice to convert that into your skillset, meaning that you have mastered it. Take an elementary example in football. We all know that Ronaldo and Messi are the greatest footballers in the world, but did they reach there in one day.
Yes, they had talent, but first, they learnt about football, learnt how to kick the ball, how to control it and then they practised for years until they became masters at it. So, the mantra is to understand, learn and practice.
