This concept can be used in different ways. The rule is that when you use $ in front of the letter in a cell ID, that column gets locked. So if you use $B1, only column B is constant. When this is used in a formula, only row number will change correspondingly. Similarly, when you use $ in front of the number part of the cell ID, the row gets locked or becomes constant.
