To establish peace, stability and liberty in a state we must go back to the Socrates and his ideas. The Plato, considered as great disciple of Socrates explains his ideas through own works. The root of any peace lies in absence of any kind of anarchy. The absence of anarchy will help in easing out the chaos created by absence of any order. Order requires systematic law and customs which are well accepted by citizens of state. Citizens should have understanding of them and also respect for them. It requires well develeped state of human capital both for making such order enabling rules and their acceptance by citizens at large. Education will enhance the knowledge capital of a state which will help in establishing just and virtuous society. As plato says Knowledge is virtue and the wisest person is the person who knows he is not wisest. So imparting knowledge would enable discipline among citizens and they would become law abiding citizens. As we know Absence of state is death warrant of Liberty and hence such a just and wise as well as hard state will enable its citizens to control their utilitarian desires and limit each others to make a balanced and healthy just society where everyone enjoys peace, justice and liberty.

Governor is the part of state legislature as he has the authority to summon or prorogue session of a state legislative assembly, also gives speech at first session each year and his final assents are required for bill. But he is not the member of assembly and hence does not take part in its proceedings and voting.
