Hello Mohen :-). It depends on how you define the "operating system". If it just involves launching a process and Memory Management, etc. VB.NET can do that, also for other programming languages. If you are talking about the OS we use daily, it is not an easy task for vb.net to develop it, because some interactions with hardware need to be taken into the consideration. In addition, VB.NET is a programming language which supports CLS (Common Language Specification). Other languages support CLS also can do whatever VB.NET does.
