Yes, it does. On Earth, the flames are upward-moving because the constituents of the flame (i.e., gas particles) have lesser density than that of the air surrounding it, and hence it rises upward. Since outer space has a negligible atmosphere, flames in spaceships don't rise (because there is no density difference).
