In 1905, the British Governors wanted to reorganise the territories all over India. Bengal was large and needed to be partitioned for efficient management and centralisation. But due to heavy backlash from refugee Naxalites and freedom fighter led protests, in 1911, the British had to halt such plans. By this time, Bihar and Orissa were already removed from Bengal.
And the second position was regional and religion-based without active British involvement.
