You have asked very good question but you have not mentioned one thing. Are fresher or you have learned keyboard before anyways it will be depend upon your budget if you are just beginner so I think you should not buy higher level model. There are few models of Yamaha is available in the market which are nighter too expensive nor very cheap. Exp CTK650, PSR 550 Etc. Here is one suggestion wherever you are going to but it you must take help of your teacher to choose good one for you...there there are some defected keyboard are sale in the market which you cannot understand, it will be in New conditions but IC will be weak. It entirely depends on what level you are looking at. Also on what is your musical skills and aptitude. Some people take 1 year and some may take even 5 years to reach a level where the can play some simple songs. Extra ordinary people could take just a few months. But I would say you should be patient, put in a lot of practice, and be willing to wait for a year or two before you can consider as someone who 'can play a keyboard well

It totally depends on your practice schedule. If you practice 4 hours a day then you'll be able to play piano or keyboard in a month and the patience is very important to learn any instrument, while practicing if you are able to play any exercise or song then don't get frustrated, start doing some other song or exercise and do the the previous exercise after a gap of one day and you'll be able to play it very easily.
