Smart TV remote app, wouldnt be any different then any other app in terms of UI development but in terms of communicating with the TV to execute certain commands, would be requiring you to study the exposed communication end points of the OS of the TV. Most of the smart TV's are coming with Android as the choice of OS (minus the apple TV) so if you can study how Android OS for TV works, you can go ahead and establish the communication with the TV.
