Fixity is not always essential for rotational motion. It is based on the frame of reference which we measure the rotational properties (such as time period or velocity). For example, a rotating body which is fixed can be viewed as non-fixed when observing from a moving frame of reference. Excluding frame of reference concept, we cant say fixity is needed for rotation. When considering a body such as spinning top, it changes the position of its rotating axis frequently in real-world mechanics.
