Hi Amar, Getting a 9 in all four sections is a tedious task. It requires one to have a good command over the language in terms of grammar, vocabulary, fluency and spontenity. One needs to practise writing the most, which often takes the overall score down. Getting a 9 in listening is quite common for the candidates who imbibe every word and the overall context of the recording. Speaking demands fluency, not so common words with clarity in speech and correct grammar. Time management plays an important role while attempting the reading section. There is no one way I can state to get 9 bands each, but it's not something too difficult.
