Where do I start, if I want to learn asp.net and C# to create push notifications for an app that was created by using JavaScript and HTML?

You can also look at Rx (Reactive framework) in C# to do the same.

To create backend for push notification, You need to to develop and Dash board from where you can initiate the the notification. And you also need to manage database from c# and you also need to integrate any third party api for make a SignalR app.
