We can create a session for a user and within that we can generate OTP by using Mobile number for your login once, you get OTP user enters their form with session also. So we can avoid multiple accounts on your websites.

You can restrict the user registration by validating unique email id or Mobile number by sending OTP to user for authentication. so that user will have unique accounts with email id or mobile number as primary factor.

Its very subjective. How you want to restrict. By Email, Mobile No, IP or UID.

If you are using database, at the time registering the user, use email or mobile number or any other field as a unique for that user. You can use gmail or facebook api for user to login.
