The main difference between a cellulosic and non-cellulosic cell wall is that a cellulosic cell wall is made of cellulose providing structural stability to the cells of the species in Kingdom Plantae. Also, it is a linear polymer of beta D Glucose. 
On the other hand, the non-cellulosic cell wall is not made of cellulose either made of polysaccharide and amino acids like pectin in Kingdom Monera and chitin in Kingdom Fungi; however, some exceptions are there.
And the properties of the cell wall is that it is a structural component protecting the cell and structural stability.
Meaning of cellulose in this is cell walls having cellulose or not so that they can be classified as cellulosic or non-cellulosic.
