The simple underlying concept here is that higher pKa means lower acidic strength and vice versa. For checking the acidic strength we check the stability of the conjugates of the given acids. In the conjugates F being the more electronegative atom will stabilise the negative charge on the COO- more than that due to Cl because of its greater inductive effect(-I effect).
