where   i) p & q are integers

ii) q$\neq$ 0

Now, we need to check for the number '0'.

$0=&space;\frac{0}{1}=&space;\frac{0}{2}=&space;\frac{0}{3}=&space;\frac{0}{4}$

Clearly,

$0=&space;\frac{p}{q}$

where:

i) p=0 and we know that 0 is an integer, q= 1 or 2 or 3 or 4

Therefore, 0 is a rational number.
