Why can't TCP be used for multicast or broadcast, while UDP can?

They can use it to reply, because it isn't their address. read less

TCP is reliable connection oriented protocol.It use three way handshaking for particular device,in multicasting means a group of device,we dont send the data to particular one,thats why we use udp because just to send the data and fast access.Thats why TCP is not used
