Cloud computing is a concept which enable floating and dynamic allocation of resources. When I say resource, it can be anything that a software application needs: It can be storage, computing resources or networking resources. With floating capacity of cloud, the applications without knowing where they are, can run continously, even with hardware failures. And with dynamic allocation, the resources can be changed (increased or decreased) on the fly while the application is running. There are several softwares, both enterprise versions and opensources, available in the market which implements the cloud computing concept and can turn your datacenter into a cloud for applications. Now coming to your question, the above task involves both the aspects that you have asked. So yes cloud computing is akin to both software engineering and networking. read less
