The information provided are not complete. It is not mentioned that what is the rating voltage at which the resistors are rated. Now supposing that question says that these two resistors are drawing 2W and 3W respectively while being connected to 10 volts battery, then the answer is 4 volt. The potential difference across the 2W resistor will be 4 volt and across the 3W resistor will be 6 volt and totally they are utilising the 10 volts.
