In polymerization of ethene why the phenyl radical affect the double bond of ethene and in chlorination by chorine radical it does not affect double bond ??

since chlorin atom is electron withdrawing , it abstract the proton from ethene and penyl radical having little bit nucleophilic nature it will readly react wth another radical from ethene ,this will form polymerization
