Yes ofcourse. Im not sure with your wordings 'good singer' but you can definitely achieve something if you have confidence and continuous practice. If you have doubts , try to join a class and get trained in vocals. There is no end to learning so that doesnt mean you can become singer only after learning it.

Standard way for reducing your problem is by setting up a time table or deadlines.Alternate way is to join a class so that atleast you will attend and get used to it. Listen to music whenever you are free so that it will remind you to learn seriously. one more way is to open a youtube channel or any social media where you can post your recordings. Even if it doesnt get much appreciation you will have your memories forever and thirst to do more.
