When you format the OS and install the new OS, you should have installed Microsoft Office. If so you might have installed the 2010 version. All the 2010 version excel files extension is .xlsx. Please check the files with the extension. Change its new extension and try to open the file.
Or simple reason for not opening is while formating the extension of the file would have lost. Please fix the extension and open it.
