Why don't the companies test freshers on HTML and CSS rather than on C, C++ and Java?

Its because HTML and CSS do not have logic, they are pretty much static.

HTML and CSS are part of web designing its not a programming. Companies basically wants to know your programming skills and logic. So the basically ask the basic OOPS concepts from C++ and Java.

This is not true. Freshers can apply as a web developer if they wishes. According to position you will be tested on front end technologies like html css javascript. However, some companies enforce to conduct test on C/Java as there are most projects based on these languages.
