Why do strings have to be so complicated in C?

In C, there is no data type of String. It is a sequence of characters i.e character arrays. When C was developed at that time (1972), there is no concept of object oriented. In language like C++ or java string is treated as an object. Actually, string is not a complicated concept in C.
