it is not necessary to learn C and C++, but if you want to make your are career in computer then learn C & C++ because these are basic computer language.

C / C++ is not a necessity before joining an engineering college but it is a big + point if you learn the languages. You will have C language in your first semester and C++ in your second. It is like that in most of the engineering colleges. But when you start the language, I advise you to learn and understand it by heart. If you are aiming to go into the development/Coding field, these 2 languages are best to start with. Only way to learn a language is to implement what you have learnt. Yes it's very necessary to learn C . Because in the 1st year only you have to complete C. And leaning C++ will give you advantage. But knowing the concept of will help you a lot in your engineering career
