How can C programs run without header files?

The contents of them could be put directly in the source file (not recommended though). If is related to function prototype it will work with a warning, even if you do not put (but not always and not recommended).

Header files are used at compile time, the code gets inserted into the object/binary, you don't need them for running. But we do need all dynamic libraries used during linking for running the executable.
