Well its good if you have basic knowledge of them, it will be easier for u to learn faster, but incase you dont have, no worries you can still go for it, but you have to give more time for learning & practicing these languages as you will be starting from scratch.

It is not compulsory. If you put effort even after joining cse then also you can become expert.It is good if you learn before joining the college.
