Get a 15 inch laptop since the larger screen will help you during programming and while reading PDFs. A minimum of 8th generation Core i3 processor, preferably a 8th generation Core i5. 8GB of RAM, since using lesser RAM will mean slow computing. Also, 1 TB HDD is preferred, since you will need a lot of space to store your programs and installed softwares. A discrete GPU is usually not necessary unless you are running graphics hungry programs.
