The modern education system was designed (especially during the Industrial Revolution and British colonial period) to standardize learning and filter individuals for jobs — mainly government or industrial roles.
It focuses more on testing and ranking than on creativity or skill development.
So yes — the system was built to select a few and reject others, not purely to educate everyone equally.
