There is possibly plenty of photo editors out there with similar capabilities in terms of editing images on Desktop and Mobile variants. As you have asked for No.1, I think that is Adobe Photoshop as it is used globally by expert graphic designers, photographers and illustrators. I am personally using it for the last 8 years and I can say I am still exploring nuances of its inbuilt tools that offer the vast possibility in terms of editing.
