Illustrations are typically created on paper before being scanned and colorized in a graphics program. As previously stated, Illustrator allows us to create clean, extendable graphics, many of which can be easily reused. For clean, graphical illustrations.Whereas Photoshop is better suited for photo-based illustrations that require meticulous detail and photo manipulation. Both. You cannot compare the two. Photoshop works with Raster images (Pixels) while Illustrator works with Vector Artwork (Lines and Curves). And both are essential for Graphic designing unless you're not going for a specific thing like only working on vector artwork. Hope that helps.
