open photo press Ctrl +j(duplicate copy) duplicate photo adjst--- Hue /Satuaration -100 it s b/w photo select on duplicate layaer colour dodge (blend option) press Ctral+I filter --- Blur---- Gaussian blur depend on pencil effect make Ajustment layer----Ajust pencil effect
