How can I save a PNG image as a JPG with a transparent background in Photoshop?

its not possible...save as png format only

You cant save png image as jpg because png means image without background means transparent image and jpg or jpeg means image with background by default if you save in jpg image will have background.

You can’t save a png preserving the transparency in jpg formate. But you can use .gif formate as alternative for JPEG.
